EU-Parlament spricht sich für Freie Software aus

Ich hab ja schon viele politische Papiere aus unterschiedlichsten Zusammenhängen und Ebenen gelesen, aber diese Resolution des EU-Parlaments zur Implementaierung der Lissabon-Strategie ist sicherlich mit das unlesbarste Papier, das mir je unter die Augen gekommen ist: European Parliament resolution on implementing the Community Lisbon Programme: more research and innovation – investing for growth and employment: A common approach.

Wer die Lissabon-Strategie nicht genau kennt, hier ist mal die Kurzdefinition aus der Wikipedia:

Die Lissabon-Strategie (auch Lissabon-Prozess oder Lissabon-Agenda) ist ein auf einem Sondergipfel der europäischen Staats- und Regierungschefs im März 2000 in Lissabon verabschiedetes Programm, das zum Ziel hat, die EU innerhalb von 10 Jahren, also bis 2010, zum wettbewerbsfähigsten und dynamischsten Wirtschaftsraum der Welt zu machen.

Kurz zusammen gefasst geht es um Innovationspolitik, Nachhaltigkeit und die Wissensgesellschaft. Und das in einem Monsterrahmenprogramm mit hehren Zielen, die mit der derzeitigen Strategie der EU-Kommission sicherlich nicht erreicht werden (können). Erfreulich ist jetzt aber, dass sich das EU-Parlament in der aktuellen Kommentierung durch die genannte Resolution für Open Innovations und die Förderung Freier Software auspricht:

Meiner Meinung nach müsste noch viel mehr in der Lissabon-Strategie auf die Chancen durch Freie Software und ähnlichen Konzepten im Rahmen einer netzwerkbasierten und nachhaltigen Wissensproduktion eingegangen werden.

Da es in der Resolution auch viel um (Software-) Patente geht, gibt es auch eine kleine Analyse beim FFII. Und ich muss mir nochmal genauer erklären lassen, wie sich diese Resolution aufbaut und wodurch die Unlesbarkeit zustande kommt.

  1. So unlesbar ist das gar nicht. Ist halt ein sehr langer Satz.

    Ich hab den Satz mal so gestutzt, dass alle „resulutierten“ Aspekte des Geistigen Eigentums drin sind.

    Das Ergebnis ist keine klare Aussage, macht aber Hoffnung – Politik eben ;)

    – Urges Member States to create an innovation-friendly market for citizens and businesses, ensuring (better) intellectual property rights
    – urges the Commission to provide information on the protection of the intellectual property rights;

  2. Dankefür die weitere Zusammenfassung. Mit unleserlich meinte ich auch eher den Aufbau. Also zuerst eine Exegese von bestehenden Papieren, wo mir noch unklar ist, wieso die aufgezählt werden, ob das rein formal ist oder aus einem sonstigen grund.Und ansonsten kann ich mir shcon vorstellen, dass jeder in dem Ausschuss seine/ihre Punkte da reinbringen wollte und letztendlich ein ziemlicher Mix aus allen Positionen herausgekommen ist. Trotzdem ist das Ganze echt unleserlich gegenüber sonstigen Papieren mit mehr leserlichem politischem Prosa, wo man eher zwischen den Zeilen lesen muss.
