: CISA: Aktivisten kritisieren Gesetzentwurf zum Informationsaustausch zwischen Wirtschaft und Staat Vor zwei, drei Jahren haben wir regelmäßig über den amerikanischen „Cyber Intelligence Sharing and Protection Act“ berichtet. CISPA sollte „den Austausch von Informationen über Internettraffic zwischen der US-Regierung und Technologie- und Fertigungsunternehmen ermöglichen“, so Wikipedia. Dieser einseitige Ansatz wurde schließich, auch mit Hilfe von Internet-Protest, verhindert.
Doch mit dem Cybersecurity Information Sharing Act (CISA) wird der Vorschlag neu aufgegossen. Und es scheint sich wirklich nur ein Buchstabe geändert haben. 34 Organisationen und fünf Einzelpersonen haben daher einen offenen Brief an US-Präsident Obama verfasst, mit der Bitte, CISA zu verhindern:
CISA presents many of the same problems the Administration previously identified with CISPA in its veto threat. Privacy experts have pointed out how CISA would damage the privacy and civil liberties of users. Language in CISA, like CISPA, also bypasses the Administration’s previously stated preference of having a civilian agency lead U.S. cybersecurity efforts in favor of automatic and simultaneous transfer of cybersecurity information to U.S. intelligence agencies, like the National Security Agency.
Einen ähnlichen Ansatz verfolgte auch hierzulande das IT-Sicherheitsgesetz, das in der letzten Legislaturperiode von der Wirtschaft verhindert wurde, aber derzeit neu erarbeitet wird.

Laut Washington Post unterzeichnete Präsident Obama Mitte Oktober ein geheimes Dekret. Damit werden existierende Praxen nun auch offiziell legitimiert.
Ellen Nakashima zitiert bei Washington Post einen „Senior Administration Official“:
What it does, really for the first time, is it explicitly talks about how we will use cyber-operations. Network defense is what you’re doing inside your own networks. … Cyber-operations is stuff outside that space, and recognizing that you could be doing that for what might be called defensive purposes.
